Internal Regulations of S.T.V. Qravel
Article 1
Members are obliged to strictly adhere to the applicable court regulations and to the written or oral instructions of the University Sports Center (hereinafter also referred to as U.S.C.) and/or the Technical Committee (hereinafter also referred to as T.C.). They must be in possession of a valid sports card issued by the U.S.C.
Article 2
Members are obliged to report any change of address as soon as possible to the secretary. They are also obliged to pay the membership fee and, if applicable, the entrance fee before September 1 of the relevant association year. For registrations after September 1, the due amount must be transferred within one month after the start of the new association year. The board will send a payment reminder once to members who have not met the payment obligation by the specified date. If the member has still not fulfilled their payment obligation within the given period, they will no longer be entitled to exercise the rights associated with membership until they have fully met their financial obligations. During this period, the member remains obliged to fulfill all obligations arising from membership. If a member fails to meet their financial obligations to the association on time, statutory interest and collection costs will be due from the due date on the outstanding amount. If a member continues to refuse to meet their financial obligations, the board may revoke the membership. The obligation to fulfill financial commitments for the current year remains.
Termination of membership by the member can only take place before the start of the new association year, as laid down in Article 11, paragraph 1 of the statutes, with a notice period of one month.
Article 3
Members have the right to be present at all meetings (excluding board, audit committee, and committee meetings), matches, and other association events.
Alumni, as described in Article 4, paragraph 6 of the statutes, have the right to participate in an annual activity organized by the sitting board for them. Alumni are also informed twice a year about developments within the association through a newsletter. Alumni have the right to participate in the club championships, provided there is sufficient space and they hold a valid sports card during the tournament.
Article 4
Damage to the association or any of its property caused or partly caused by a member may be fully or partially recovered from that member by the board.
Members who act contrary to the statutes and/or Internal Regulations of the association or who do not comply with the decisions of the general meeting or decisions taken by the board under the statutes or by order of the general meeting may be fined by the board up to a maximum of €50.
Registration Form
Article 5
The registration form, as referred to in Article 5, paragraph 1 of the statutes, must state: name, first names, place of residence, address, date of birth, telephone number, student number, email address, and, if known, the last recorded Dynamic Playing Strength (DSS) or tennis experience.
Membership Fee
Article 6
The amount referred to in Article 8, paragraph 1 of the statutes, is determined annually at the annual meeting as referred to in Article 11, paragraph 3 of the statutes. This amount is collected together with the KNLTB fee mentioned in Article 8, paragraph 4 of the statutes. The financial contribution of supporting members (Article 4, paragraphs 5 and 6 of the statutes) must be at least €15 and is set annually at the annual meeting as referred to in Article 11, paragraph 3 of the statutes.
Board
Article 7
The person appointed as an association board member in accordance with the statutes is obliged to accept the board membership for one year. However, they may resign at any time. They are entitled to attend all board meetings, to speak during these meetings, and to cast their vote; each board member has one vote. Voting rights may not be exercised by proxy.
Article 8
In the first board meeting after the general meeting, a vice-chairman is elected. The vice-chairman assumes the chairman's duties in their absence. In the absence of the vice-chairman or another board member, their duties are carried out by one or more members chosen from among the board. The prolonged absence of one or more board members does not affect the board's powers. In the event of the prolonged absence of all board members, the most recently officially resigned board members act as a temporary board.
Article 9
Nomination for a function elected by the general meeting is done by the board. The board nominates candidates after ensuring that the candidates will accept a possible appointment.
Obligations of the Board
Article 10
The board is obliged to maintain a clear and complete administration of:
Names and addresses of the persons referred to in Article 4 of the statutes, of which any member who requests it must be granted access to their own data within one week;
Attendance lists and minutes of all general meetings and board meetings;
The assets and liabilities of the association, whereby small objects of little value, whose use usually lasts less than a year, do not need to be included.
Article 11
The board is responsible for the committees.
The board may declare up to €50 per person for board clothing.
Article 12
Each board member shall hand over an (updated) manual to their successor at the latest at the board transition-general meeting.
Committees
Article 13
The general meeting may appoint one or more committees with general or specific tasks, which must not extend beyond the committee’s authorized powers. Committees established by the board remain accountable to the appointing authority. Upon or after appointment, the powers and obligations of each committee may be regulated or amended.
Every member has the right to apply for a committee. In case of too many applications, the board may initiate a selection procedure. Committees, except for the audit committee, may be dissolved by the board at any time. One or more members of a committee may be dismissed by the board and replaced or not. Each committee has a board member as a contact person. Each committee shall hand over an (updated) manual to the board upon discharge.
Committees may not use funds from their own budget for committee clothing, unless otherwise stipulated in these Internal Regulations.
Article 14
The audit committee is appointed by the general meeting for a period of one year and consists of at least two members. The audit committee’s task is to check the bookkeeping with the treasurer at least three times a year, including at least one budget review and one final account.
Article 15
The Technical Committee. One board member acts as responsible contact person within the committee, with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The Technical Committee’s duties include:
a. Assessing new members’ playing strength;
b. Providing instructions and implementing the annual playing strength as determined by the T.C.;
c. Assigning the various competition teams. When deciding to place a competition candidate in a specific team, the T.C. considers the following factors: student status (according to U.S.C. guidelines), level, and involvement with the association.
The T.C. consists of the Technical Affairs Commissioner of the current board (who reports to the board) and four others, striving for this composition: the current and previous Technical Affairs Commissioners, a Qravel trainer, a non-competitive member, and another random member.
Participation in spring, autumn, and winter competitions allows a maximum of one absence. If this number is exceeded, the T.C. may exclude the member from a team or replace them, considering the factors under c. More absences than initially indicated may affect future placement. Absences due to force majeure, such as illness or injury, do not count.
Article 16
The Activities Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The Activities Committee organizes recreational activities.
Article 17
The Open Tournament Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The committee organizes the Open Tournament and is responsible for all aspects of its execution. It must:
Maintain bookkeeping;
Comply with applicable KNLTB regulations, as described in the Match and Tournament Regulations;
Conduct acquisition in consultation with the responsible board member or PR board member;
Conduct PR in consultation with the responsible board member or PR board member.
Travel expenses for promotional work may only be reimbursed from the committee’s own budget if prior approval was obtained from the board at least 24 hours before. Kilometers driven by car must be recorded. Qravel reimburses €0.15 per kilometer.
The committee may use a maximum of €15 per person from its own budget for committee clothing.
Article 18
The Club Championships Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The committee organizes the club championships.
Article 19
The First-Year Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The committee organizes a first-year weekend and other activities aimed at involving and motivating first-year members of Qravel.
Article 20
The Almanac Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The committee’s tasks include producing an almanac and related matters.
Article 21
The Acquisition Committee is appointed by the general meeting for one year. One board member acts as responsible contact person with the right to attend and vote at all meetings. The committee is obliged to report to the contact person.
The Acquisition Committee’s duties include establishing and maintaining contacts with sponsors and overseeing contract compliance (Article 10 statutes).
The committee consists of at least the External Commissioner of the current board, who reports to the board, and three other members, striving for the following composition: the current External Commissioner, the current Treasurer, the Acquisition member from the Open Tournament Committee, the Treasurer from the Almanac Committee, and another random member.
Article 22
The Advisory Council consists of four members with long-term involvement in the association; at least three have served a board year. The Advisory Council provides solicited and unsolicited advice to the board. The board must provide information to the Council whenever requested.
The board must inform the Advisory Council about proposed changes to the statutes and internal regulations before submitting them to the general meeting; about policy and associated budgets before presentation to the general meeting; and about the choice of chairman for the upcoming board year before informing the association.
Advisory Council members decide themselves when to resign. The Council selects a successor for departing members; all Council members have one vote, except the departing member. The successor must be nominated to and approved by the general meeting.
Meetings
Article 23
Board meetings are held as often as the chairman or at least three board members wish. The chairman may limit speaking time for each agenda item and may suspend or adjourn the meeting.
Article 24
The agenda of the general meeting (other than the annual meeting) includes all items required by the statutes or this regulation, any proposal submitted in writing or digitally by at least five members at least seven days before the convocation, and anything the conveners wish to include.
Article 25
All agenda items of a general meeting shall be discussed. Oral proposals by a member related directly to the agenda item, supported by at least four other members, will also be addressed.
Decision Making
Article 26
When voting occurs, the general meeting appoints a voting committee of two persons from the present members to determine the result. These committee members have voting rights.
Article 27
In elections, each appointment is voted on separately. Only persons nominated according to statutes and internal regulations can be elected, except honorary members. Decisions are made by majority vote unless otherwise stated.
Article 28
The election procedure for new board members is as follows: the current board proposes candidate(s); candidates present themselves briefly and answer questions; candidates leave the room; the general meeting votes in writing.
Logo
Article 29
For recognition and uniformity, the association is encouraged to use a logo for an extended period. Changes to the logo require general meeting approval.
Final Provisions
Article 30
The Internal Regulations may be amended by the general meeting. Proposals for changes may be submitted by members or the board.
Article 31
Members receive one copy of the statutes and Internal Regulations from the secretary upon request, against a fee set by the board.
Article 32
Adopted by the general meeting on April 11, 2017.
House Rules USC Leiden
When entering the premises of the University Sports Center (and Plex-Fit as part of the USC), one must adhere to the following house rules:
Smoking Ban
Smoking is prohibited throughout the entire premises of the University Sports Center, both indoors and outdoors.
General
The use of hard drugs or soft drugs as defined in the Opium Act is not permitted on USC grounds.
The USC grounds are off-limits for (domestic) animals, except for guide dogs.
Cars may only be parked in the designated parking spaces (not on the grass or elsewhere on USC grounds).
(Mopeds) bicycles must be placed only in the designated racks.
During tournaments or group activities, it is not allowed to distribute or consume brought-in drinks or food in USC buildings or on USC grounds unless prior permission has been granted by USC management.
Leftover food and other waste must be cleaned up at all times.
Bringing glassware into the halls, fields, and courts is not allowed.
No rights can be derived from the posted schedules or schedule changes.
Lockers and Changing Rooms USC Main Building
Lockers are available in the USC changing rooms for athletes to use. At the end of the day, any lockers still locked will be opened, and any belongings will be kept at the reception for one day. If not collected, they will be placed in the lost and found in the basement. The lost and found is not supervised and is publicly accessible. The USC is not responsible for the loss of items from the lost and found.
Sports Subscription
A valid sports subscription is required to use the facilities of the USC. This subscription must be shown upon request to the USC staff on duty. A sports subscription is personal and non-transferable. Using another person’s subscription to gain access to the USC is not allowed. In case of misuse, the subscription will be blocked, and a new one must be purchased.
Anyone can register at the USC and buy a day pass to use the facilities all day (except the swimming pools). Registration fees apply on first registration.
Note: The day pass system does not apply to members of sports clubs; they must have a valid annual subscription.
The minimum age to participate in sports at the USC is 16 years.
Tennis Reservations
Before playing tennis, one must reserve a court with their sports subscription via the app ‘De Kiosk’ or at www.dmsonline.uscleiden.nl.
Clothing
Appropriate clothing and footwear are required during sports activities at the USC.
Exercising shirtless is forbidden in the fitness rooms and on tennis courts.
Use of a towel is mandatory in fitness rooms and can be rented at the Front Office.
‘Non-marking shoes’ must be worn in the USC halls. It is not allowed to wear outdoor shoes or slippers when exercising in the halls or fitness rooms at the USC and Plexus.
For outdoor tennis, no specific tennis clothing is required, but sports clothing and tennis shoes are mandatory. Running shoes with studs and shoes with soles that leave marks are not allowed on tennis courts.
For spinning classes, a towel and water bottle are mandatory.
Martial arts mats must be entered barefoot.
Artificial grass fields may only be entered with designated footwear.
Equipment
The Sports Center provides sports equipment for internal use during lessons and training, such as balls and (boxing) gloves. Renters or externals may rent this equipment if needed. Everyone is expected to handle Sports Center equipment with care.
Equipment (such as table tennis gear, balls, nets, etc.) must be put away or returned after use.
Tennis and badminton rackets can be brought or rented. Shuttles, table tennis balls, and tennis balls can be brought along or purchased at the Front Office.
Judo uniforms are available on loan for USC judo lessons.
Promotion / Sampling / Flyer Distribution on USC Premises

Promotion with flyers and posters is only possible after prior contact with the sports center. This can be done by email (ln.vinunediel.csu%40addop.g.c.r) to the Marketing and Communication department of the USC, stating who you are, what you want to promote, and which materials you will use. You will receive a response as soon as possible.
If the application is approved, the following agreements will be made:
Upon arrival, report to reception.
Flyering is only allowed on USC premises.
After flyering, leave the premises CLEAN of promotional materials.
If these activities take place without USC permission on USC grounds, promoters will be asked to leave the premises.
